There is high out-migration of youth due to poor infrastructure, few specialized job opportunities, and limited access to further education. In recent years, forest resources have been primarily harvested for domestic consumption. The Indigenous territory of Lomerío has a long-standing experience in forest management for timber harvest, but its logging permits have been revoked due to poor governance and a lack of compliance with management rules. The Indigenous territory is being supported by NGOs to build local capacities to improve forest governance, and lobby for forest norms and legislation to be adapted to better meet Indigenous and local communities’ needs.
